Recent debate around the UK’s International Education Strategy has understandably focused on what appears to be missing, from the absence of explicit recruitment targets to limited clarity on how the sector will be supported through a more constrained policy environment. Yet there is a risk that this focus on omission obscures something more consequential, namely a quiet but significant shift in how international education is being positioned within national policy.
